I reached out to Curt who gave me guidelines but said there wasn't a specific torque rating for the Curt Lunette Ring - Adjustable Channel Mount - 3" Diameter # C48660.
They said in these cases just to go by the industry standard torque for the bolts used, which is 159 lb-ft. for the 5/8" Diameter x 5-1/2" long Grade 8 hex bolts from the Curt Bolt Kit for Adjustable Channel Mounted Lunette Rings # C48620.

The Curt Lunette Ring part # C48550 which is designed for a plate like the Curt Pintle Hook Mounting Plate part # C48239 does not come with mounting hardware. If you need this, I recommend the Curt Bolt Kit for Flat Mount Lunette Ring part # C48332. This kit comes with 5/8" Grade 8 Bolts which have a recommended torque of 159 ft. lbs. You will want to be able to use the cotter pin to keep the nut in place on the Curt lunette ring # C48530. So it will need to be threaded in far enough for the pin to go through the shank of the ring to hold the nut on.
Using flat washers will be fine as long as the nut can still thread on far enough. view full answer...
The Curt lunette ring # C48520 would install through a hole at the front of the trailer (large enough for the shaft) and you would thread the nut on the other side far enough to put the cotter pin through so that the ring can rotate without the nut coming off.

There are several different versions of the Titan Brake Actuator like bolt-on, part # T1664900. In regards to the attachment selection, there are multiple different options for this as well. The now discontinued T1055100 is with no attachment so you'd need to supply your own but it does come with a channel mount like part # T4856920, a lunette ring like part # T1297400, and a standard coupler like part # T2477600. The Replacement Pintle Lock # 325-GH-032 that you referenced is designed to be used with a Gen-Y adjustable ball mount like # 325-GH-504, which features multiple 2 inch receivers. The Pintle Lock slides in through the back of one of the 2" openings to create a pintle hitch for use with a lunette ring and a 2-5/16" ball.

If you check out the picture I attached to this you'll see how one person welded on a Titan Model 10 like the part # T1607700 that you referenced. It really depends on the application though. Either way you'll need to find a qualified welder in your area to do the work.

If using a pintle hook combo such as # C48200 and coupling to the ball then the latch part would not be able to come down far enough to insert the pin to hold it in place which is fine because the coupler locks onto the ball. The Gen-Y Torsion 2-Ball Mount w/ Stacked Receivers - 2-1/2" Hitch - 6" Drop/Rise - 32K # GY79FR is not an older model. It is a newer model that has the rounded portion that is like a ramp on the ball mount to help with the lunette ring where the older models didn't have that.

I believe I know what you are asking and you should unhook your trailer instead of removing the entire unit from your hitch still hooked up to the trailer as it would be extremely difficult to get it back in your hitch.

The Pintle Hook Combo # C48200 can be used for trailers that have a pintle hook setup that use a lunette ring, or for trailers that have a coupler and attach to a hitch ball.
You cannot use the pintle to lock or secure the trailer to the hitch ball. To use the hitch ball, your trailer would need to have a 2-5/16 inch coupler to secure to the hitch ball.
